The Carter County Drug Task Force will receive $125,000 in assistance from the federal government in their effort to prevent youth drug and alcohol use. Congressman Geoff Davis, along with Congressman Hal Rogers (R-KY), was able to secure $1.4 million for coal-to-liquids research at the University of Kentucky. According to the Lexington Herald- Leader, this grant will help advance the development of a synthetic fuels industry in the state. In a news conference, Congressman Davis stated that the United States needs to enact a “comprehensive energy strategy that will explore our domestic resources, develop alternative fuels and invest heavily in future fuel technology.” This grant will fund construction of a mini-refinery that will help with a series of chemical reactions that “create synthetic oil and fuel from coal, natural gas or animal and plant matter.”
Jon Birger of CNNMoney.com has an article discussing how Senator Barack Obama (D-IL) and the Democrats are distorting the oil drilling debate. Birger claims that Democrats are not thinking about the long term energy independence of America. The Democrats are using a “bizarre new litmus test: instant gratification” to argue against securing our energy future by exploring off shore and ending the moratorium on oil shale production in the West. For the third year in a row, the average Medicare premium will be lower than expected. Medicare beneficiaries will pay on average “$28 per month for their Part D prescription drug plans next year, according to an announcement by the Centers for Medicare and Medicaid Services (CMS).” “The lower-than-projected premiums stand as further evidence that Medicare Part D, enacted by the Republican-controlled Congress in 2003 after a bitterly partisan fight with Democrats, has been a success.” In 2003 when President Bush signed the program into law, the projected cost of premiums in 2009 was $44.
Rep. Shelly Moore Capito (R-WV) delivered the House Republicans’ weekly radio address this week. In the address Rep. Capito called out the Democrats for “ducking” their obligations and going on vacation instead of “creat[ing] an energy policy.“ The Republicans are focusing on an “all-of-the-above energy policy.” The Democrats are letting liberal groups like the Sierra Club, who favor high gas prices, write our energy policy. The Democrats in the House voted to go on a five week vacation. They voted to leave Washington without voting on bipartisan energy legislation that would help lower the price of gasoline. House Republicans stood together and voted against adjournment because of the dire need for comprehensive energy legislation. The House Democrats left and literally turned out the lights on the Republicans, sending Capitol Hill Policemen into the House Chamber to escort people out. House Democrats embarked on a five week vacation today. As they left the House Chamber they turned off the lights and the microphones. This did not stop House Republicans.
The House Republicans have asked the Democrats to work for the next few days and vote on bipartisan legislation that would help lower the price of gas. The Democrats decided they would rather go on vacation. Republicans stayed in the House Chamber today discussing and debating the energy crisis. House Democrats were furious with one aide calling House Republicans “morons” and kicked reporters out of an interview area. Reporters retreated to the House balcony where they listened and talked to Republican House members. The Democrats sent the Capitol Police to the balcony to remove the press.

As a nation, the current energy crisis requires a strategic plan for energy security. We must work on new solutions to our energy needs that promote increased efficiency and conservation. However, as a representative of the people I have a responsibility to work on solutions that will address both the short and the long-term needs of my constituents. The current price of gas is wreaking havoc on families, businesses and governments alike. This problem is principally a result of demand exceeding supply. Therefore the only near-term solution available is to increase the available supply of energy by using America’s resources.
Senator Barack Obama announced his energy plan for the nation in Springfield, MO. His plan is all of three words: inflate your tires. Senator Obama says during this speech that we do not need more oil, we just need more air in our tires. Senator Obama has been part of the Senate obstructionists who have refused to allow a vote on bipartisan energy legislation to help bring down the cost of gasoline. The House Democrats have blocked legislation that would help lower gas prices, and now they have gone as far as leaving town to avoid talking about this important issue. Rep. Adam Putnam issued a challenge to the Democrats saying, “It’s time Democrats put their boarding passes back in their pockets and get to work by voting on the American Energy Act.”

The Fort Mitchell Fire Department, The Belleview-McVille Fire Protection District and The Glencoe Fire Protection District received over a half million dollars in federal grants this week. Congressman Davis said in a statement that these grants will go towards “essential equipment, vehicles and protective gear.” Read more about the fire department grants here.
The New Hampshire Union Leader called out the House Democrats for their recent energy policies saying that the Democrats lack “even a basic grasp of economic concepts” and instead they are pushing “hair-brained ideas that make no sense.” The editorial takes the Democrats to task for opposing policies that would result in “lower oil and gas prices.” The Union Leader quips that the fastest way to lower gas prices may be to “Immediately enroll every Democratic member of Congress in an entry-level economics class.” To read the entire editorial please click here.
Instead of providing real solutions to the rising cost of gas, the recent Democrat energy bill is nothing more than “election-year symbolism” according to a Washington Post editorial. The Democratic Congress is allowing the Chinese to drill oil off of the coast of Florida while Americans pay higher and higher fuel prices for foreign oil. Our dependence on foreign oil is unnecessary considering the vast fuel resources that could be taken advantage of in our own territory. According to Democrat Rep. Maurice Hinchey, Americans should “import as much [energy] as we possibly can”. This statement shows no concern for the high energy costs associated with foreign oil dependency.
House Republicans have offered a plan to lower gas prices by harnessing new technologies and taking advantage of domestic energy resources. In an article in Human Events, House Minority Leader John Boehner points out that while Democrats have been at the helm gas prices have risen by an average of “a dime per gallon per month”. These results, coupled with their refusal to discuss commonsense energy solutions are unacceptable. Recently, a Wall Street Journal/NBC News Poll found that Congress has an approval rating of 13%, the lowest ever. The American people are frustrated with the lack of results from the Democrat-controlled Congress. The pollster explains that the American people want Congress to step up and find real solutions to the rising cost of gas, but they “sense that Congress has not done so”.
The Democrats did propose a windfall profits tax, the same tax the Wall Street Journal said would result in “a substantial reduction in domestic oil production (about 5%), thus raising the price of gas at the pump; and a 10% increase in U.S. reliance on foreign oil.” During these hard times we cannot afford policies that actually raise the price of gas.
The House Republicans have proposed responsible legislation that pushes “for more U.S. oil and gas drilling”. House Minority Leader John Boehner vowed that the Republicans “will fight for this issue every single day”. Republicans have reached across party lines and met the Democrats half way on energy conservation and moving towards alternative fuels, but the Democrats are more interested in playing politics than governing.

Kentucky’s federal delegation has been leading the way in fighting for solutions to help our country with the rising cost of gas and diesel fuel. The Paducah Sun has an article reporting that Kentucky is pushing for the construction of a coal-to-diesel plant which would be the largest of the kind in the country. Republican Leader Mitch McConnell said, “Greater use of coal-to-liquid fuel technology would take full advantage of this natural resource, which Kentucky has in abundance, while also benefiting our environment and creating jobs here at home.” I could not agree more with Senator McConnell, we must use Kentucky’s natural resources to help us deal with the rising cost of energy. Jun. 11–Construction of a coal-to-diesel plant in Paducah would be the largest project of its kind in the country and would be a major step in changing the country’s energy policies, U.S. Sen. Jim Bunning says.
Once the permits have been issued and it is clear the plant will be built, the project would be eligible for hundreds of millions of dollars in federal incentives approved in the 2005 federal energy bill, Bunning said. Efforts will be made to expand the incentives, he said.

Bunning said he’s been told the project includes several stages. The first is the coal-to-diesel plant, and the second stage is a coal-to-aviation fuel plant.
“It would cost $2 billion to $3 billion to start with and up to $5 billion when the aviation fuel plant is built,” Bunning said. “The proposed Paducah plant, which could produce more than 200,000 barrels per day when fully completed, would be the first large-scale coal-to-liquid plant in the United States and would be larger than all three of the coal-to-liquid plants in South Africa combined.”

McConnell said using Kentucky coal to meet the nation’s energy needs is important to energy independence. “Greater use of coal-to-liquid fuel technology would take full advantage of this natural resource, which Kentucky has in abundance, while also benefiting our environment and creating jobs here at home,” McConnell said. “As an added bonus, the more fuel derived from coal we can use, the less oil we will need, thus reducing prices at the gas pump.”
This week the Democrats passed the largest tax increase in American history, all the while ignoring soaring gas prices. Republicans have unveiled a comprehensive energy plan aimed at easing the price at the pump. Local School Districts Receive Grants

Several schools and education agencies in Kentucky ’s Fourth District will be receiving a total of $963,206 in education grants from the United States Department of Education. Two local districts, the Covington Independent Public School District and Newport Independent Schools, are among those that have been awarded grants.

Upon announcing the grants, Congressman Geoff Davis stated, “These grants will help our schools continue to keep our students safe while providing them with the important information they need to become healthy, responsible young adults.
Newport Independent Schools has been awarded $318,267.00 and the Covington Independent Public School District has been awarded $261,163.00 through the “Grants to Reduce Alcohol Abuse Program” to develop programs to reduce alcohol abuse in secondary school students. These grants will provide funds and resources for educators to implement innovative and effective alcohol abuse prevention programs for students.
At a time when families face soaring gas prices and rising health care costs, the Democrat-controlled House of Representatives plans to vote on the largest tax increase in American history. According to The Washington DC Examiner, this would “mean a minimum tax hike for every American taxpayer of about $3000.00 annually.” Those feeling the brunt of this burden would be those making “as little as $31, 850 and couples earning $63,700 or more” according to The Associated Press.

Fifth-graders at Harmony Elementary had been studying the American political process for months.
They learned about voting and the three branches of the government, and they memorized the names of their representatives.
So imagine the students’ excitement when U.S. Rep. Geoff Davis, a Republican who represents their 4th District, stopped by their library for an intimate conversation about what it’s like to be a congressman.
House Democrat Leadership pushed for and passed a budget that is effectively an economic “depressant”, according to the Investor’s Business Daily. House Speaker Nancy Pelosi rejected extension of the 2001 tax cuts. This rejection hurts those who have the least. Those in the lowest quintile will see an 86% increase in their tax rate. “The overall tax burden will increase by 1.3% in just two years.” This rise amounts to the “third most rapid increase since WWII”. As Congress Dithers On Economy, The Largest Tax Hike Ever Looms

After the U.S. economy’s weak performance last quarter, most observers are hoping it can hang on long enough for Washington’s stimulus checks to start arriving next month.
Unwittingly though, Washington policy-makers have created a puzzling paradox.
They rapidly enacted an economic stimulus bill, yet in three years time a much larger and longer flow of resources will begin running in the opposite direction.
As the 2001 tax cuts expire and the alternative minimum tax continues its climb, this quick and sustained return to historically high taxation levels begs the question: If the current policy is an economic stimulant, then won’t the reverse be a depressant?
The NRCC has released a new video questioning when the Democrats will pass the Protect America Act. The bipartisan legislation passed the Senate by a vote of 68-29 and allows the United States to monitor calls of terrorists. You may view the video below or by clicking here.

Congressman Davis has earned the support of the National Rifle Association for his re-election campaign. The NRA’s Political Victory Fund donated $1,000 to the Congressman’s campaign on March 27th and wrote, “NRA members appreciate your defense of their right to keep and bear arms. Your advocacy of the Second Amendment has earned your campaign the support of the National Rifle Association Political Victory Fund.”

Kentuckian Mike Duncan continues to do an outstanding job as Chairman of the Republican National Committee. Chairman Duncan was able to offer Senator John McCain, the presumptive GOP nominee for President, $25 million for his presidential bid—the most ever by any chairman. The day that Sen. John McCain walked into party headquarters as the putative nominee, Republican National Committee Chairman Mike Duncan told him the RNC had $25 million cash on hand ready for his campaign — five times what the Democratic National Committee told the Federal Election Commission it had in its vault last month.
“This $25 million was the most that any chairman has ever been able to say, ‘This is available to you,’ when a presumptive nominee walked in,” Mr. Duncan told The Washington Times in his fourth-floor office on First Street Southeast.

Housing authority receives Ross Grants

The Housing Authority of Maysville was presented with two grants totaling $500,000 Wednesday afternoon.
Congressman Geoff Davis presented the agency with a check for the Ross Grants, which focus on self sufficient issues. The grants received are aimed at supportive services for the elderly and computer education.
“This will help that person build a future,” said Davis.” When lives get changed it’s because of the folks out there changing relationships and lives.”

The city of Maysville had quite an exciting time last week. The week was kicked off by the visit of the Secretary of Education Margaret Spellings to the Mason County school district. The week concluded with a state basketball championship, a movie premier, and a visit from a former U.S. President. What a week!

Whether you are a sports fan, movie buff, political guru or education advocate, the last week in Mason County offered something for everyone.
It started with a visit from U.S. Secretary of Education Margaret Spellings on Wednesday, March 19 and ended Tuesday, March 25 with a campaign stop by former President Bill Clinton.
In the middle of it all was the capture of the boy’s basketball state championship by the Mason County Royals and Oscar award winning actor George Clooney and actress Renee Zellweger walking the red carpet in downtown Maysville.
In an editorial on Monday, The Maysville Ledger Independent called attention to the successes of the Mason County School district and the visit from U.S. Secretary of Education Margaret Spellings. Secretary Spellings’ visit to Mason County was a “watershed moment” for a school system that went from being ranked 126th out of 176 districts in CATS testing in 1996 to 18th in 2004. In a week filled with news stories, we need to take a minute to acknowledge a visit from the U.S. Secretary of Education and to salute the Mason County School system for a decade of remarkable progress.
